Previously, if you built a house, townhouse, or apartment building with fewer than 3 storeys, the Code required the primary entrance to be accessible. This often forced architects and builders to design ramps or lifts at the front of the house, or mandated complex snow-melting systems for the main front walkway to ensure it was always barrier-free. This frequently conflicted with aesthetic desires or practical lot grading.

The 2024 OBC was developed through extensive consultation with building officials, fire prevention officials, architects, engineers, builders, and the broader construction industry. Its primary objectives are threefold: reduce regulatory burdens for the construction industry, increase the safety and quality of buildings, and make it easier to build housing across Ontario.

Access to parking areas has been redefined as a requirement for barrier-free paths of travel to building entrances, exterior passenger loading zones, and access to parking areas.
